Add ability to record IntelliSense bug repro's and generate script to repro with isense_driver tool

This tracks adding a couple hidden commands to start/stop recording of IntelliSense bug repro's, and output a script file and command line that can be used to repro the same scenario with isense_driver (an internal command-line tool). If an issue can be reproduced successfully using isense_driver, it's more easily actionable for our IntelliSense team.
