Describe the pull request
The previous commit was from 1/25/2020. This is still a 3.0.0 pre-release of taocpp/PEGTL, but with several bug fixes since then. This also brings it into synch with the port for microsoft/cppgraphqlgen in #10869, but they are each compatible with either version so the PRs can be done separately.
Should be all of them, this is a header-only library which doesn't need to build anything at install time for vcpkg. I have not updated the CI baselines.
