Skip building vcpkgmetricsuploader with bootstrap.ps1 + MSBuild

This is already done with bootstrap.ps1 + CMake in #10061.
Let's extend the same to bootstrap.ps1 + MSBuild

Skip building vcpkgmetricsuploader.vcxproj in toolsrc/dirs.proj
Skip copying vcpkgmetricsuploader.exe in bootstrap.ps1
