Description of changes
Remove api-extractor from repo. The package doesn't seem to be used, so we should rip it out for now.
This change includes removing the relevant script tasks from each package.json, as well as the api-extractor files from each package. The generated api file in theme-ramp has been deleted since it's probably out of date and the package is deprecated anyway.
