@sanjuyadav24 , can you please update the PR description to mention why the change is being made? i.e., why are we changing from dot.net to https://builds.dotnet.microsoft.com? Also please mention why the risk assessment is low. This information is needed when we file the Safe Fly request.
Also please document the following two sections.

Updated dot net download URL in pipelines. dot.net is redirecting to https://builds.dotnet.microsoft.com/ only so this is directly replacing the URL with the actual URL
