More detail on MicroProfile Working Group Proposal

Is there more detail the group can add to the doc? Some things like "Decisions are “lazy consensus” by default" could use specifics.

@nmcl, we had a good discussion on the "lazy consensus" idea. But, in the end, we figured this was more for the MPSP than the Working Group proposal. Regardless of which way we go with the Working Group, we will need to develop a derivative of the EFSP. That's where we thought the detail of our "lazy consensus" process would reside.
