Clarify MeterRegistry (et al) stop semantics #4632
Description
See #4358 (comment) and the related issue. We should be more clear in JavaDocs and in our implementations about what is expected to happen where to avoid issues like #4353. We ideally want to free resources when they are not in use (e.g. a registry is stopped) but we need to make sure the semantics make sense with close.
