Support a list of specific tests to exclude

Could be useful in cases where you want to run all the tests except for one or two specific tests that are known to fail

Use case: https://github.com/ClickHouse/metabase-clickhouse-driver currently has to hardcode the entire list of tests to run because they need to skip 4 or 5 tests that don't currently work with Clickhouse
