Load OptimizationIpopt to fix optimize_loopranges

This loads OptimizationIpopt so that optimize_loopranges works again.
I am not sure, why this failed for me and why it is necessary to load OptimizationIpopt when we have loaded Optimization and Ipopt separately but that is what made it work again.
