Update list of structured clonable types

Fixes #21178.

This PR does 4 things:

• adds the complete set of serializable interfaces, based on webref/idl ([Web API] Missing interfaces in structured clone #21178 (comment))
• converts from a table to a list
• splits the list between JS and Web/API types
• alphabetises entries
