Ah, I've now found out that this new behavior has caused problems with existing code bases, as more people were relying on the old behavior than previously thought. As a result, the change has been rolled back: see https://issues.chromium.org/issues/449170647. The relevant Chromium engineers are planning to relaunch this at some future date once they have a plan for how to resolve these issues.

For now, I'm going to close this PR until further notice.
