Updates the keycloak realm file to add a client for the PIMS system as well as a user that is authorized to log in with that client. Users with access to the PIMS system have an associated role
pims-user, which allows them to ask for and receive thepimsscope, which is used to identify whether a user has access to the PIMS system. Any future PIMS users will need to be assigned this role.
