On a bare metal ubuntu container, dependencies were missing. After cloning the latest mavsdk:

$ docker run -v $(pwd):/ws -w /ws --net host -it ubuntu:22.04 bash
$ apt-get update
$ apt-get install apt-get install build-essential cmake git
$ cmake -DCMAKE_BUILD_TYPE=Debug -Bbuild -S.
