Playbook not showing

Running on Mattermost 10.8.1

#1 It doesn't show on the top left dropdown:

#2 When I try to type /playbook run, it gives me a "Command with a trigger of '/playbook' not found.

#3 Plugin is enabled. I tried disabling, saving, then enabling and saving again. Still doesn't work:
