• Add Cargo.lock file
• Update alloy-dyn-abi to fix RUSTSEC-2025-0073

Why ❔

To be able to use pinned dependencies with --locked, for example, during protocol upgrade scripts execution, and not have any surprises with dependencies during an upgrade.
