set external ID (SSO) via admin API #10251

Description:
Enhance the User Admin API to set and manipulate the binding of accounts to external accounts (Social Accounts, SAML, OIDC, SSO).
The user side of linking/unlinking is described here: #9441
Use-Cases:
- Fix account bindings when a user gets a new/different account in the identity backend.
- Automatically create accounts in Synapse that exist in the authentication backend. This way you can find accounts in the user directory even if they didn't login yet.
