`Tried to activate scope outside of loggingcontext` from connection setup code

@erikjohnston reports that his homeserver is emitting a Tried to activate scope outside of loggingcontext error; investigation reveals it is happening with the SET bytea_output TO escape query.

This was introduced by #10113, which added opentracing spans to DB queries.
