Add documentation on how to release matrix-synapse-ldap3 to the repo.

Note: Debian packages are still marked as TODO. If someone could give me pointers there, that would be appreciated.

I think we've used stdeb to build debian packages, but I could be wrong. We also seem to not have debian packages on our debian repo, so I think we can leave it out for now?

yup, it's been a long time since we've shipped debs for our python packages. I'd rather leave that business to debian peoples.
