for some reason, test suite fails on ubuntu 16.04

For the Ubuntu 18.04 build the test suite runs but does not produce output for >10min

For the Ubuntu 16.04 build it doesn't run because of an error

I believe the source of the error is:

Download of Ni.pbe-nd-rrkjus.UPF FAILED, do it manually -- Testing aborted!
Makefile:36: recipe for target 'pseudo' failed

Strangely enough, the same error occurred on Quantum Mobile using Ubuntu 18.04.
When re-running exactly the same role on QM (using 'make test-suite' directly in virtualbox), however, the error was gone.
Perhaps downloading this pseudo in time requires a bit of "luck"?
