Add infrastructure to build WebAssembly static libs via wasm-vips #205

This uses the wasm-vips scripts and containers to compile libvips and its dependencies as wasm32 static libraries.

Known limitations:

Runs in CI but doesn't publish anywhere yet (see Enhancement: publish packages directly to npm, including provenance #206)
Expects upstream libvips version to match the currently expected version for this repo, fails-fast otherwise
