Enhancement: Add 3.13 matrix

Summary

(re)enable the allow-python-prereleases ci arguments and allow for building against 3.13 so that we may begin testing against the alpha builds to help upstream people in case there are bugs but also to test our own things.

Msgspec have recently merged 3.13 support, so we're just waiting for the next release there.
