Create CODE_OF_CONDUCT.md: a political tool to refer to prior following its rules and guidelines

#1719 initial commit was such an attempt. Recent events under Heads matrix channel, where multiple usernames having the same writing style, asking irrelevent questions over days and not respecting many of its channel requests to use threads, and stay focus on topic now justifies revisiting and creating such code of conduct file to refer to.

Today was the fist banning of such user. I acted with patience with all past occurences of what appears to be trolling, while old usernames are replaced by newer usernames and I have no personal experience dealing with trolling. My intuition is that banning one will make two come. Unfortunately, the channel has only two moderators and only one of them is active: me. So not sure how to deal with this in a sustainable way, so this issue is an attempt to track pervious and now current suggestions, which I will organize on this OP post after discussions with the community. Expect multiple editions.

• Guidelines for contributing under CONTRIBUTING.md #1719 was initially introducing a code of conduct, but received pushbacks.

One can see how this issue makes me uncomfortable about how to properly handle this...
Reopening and tagging @ArrayBolt3 (who opened linuxboot/heads-wiki#178) since just to start, I'm not sure if the CoC should be under heads-wiki to be rendered under https://osresearch.net static pages or under main repo here as CODE_OF_CONDUCT.md.

As @ArrayBolt3 put so succinctly in linuxboot/heads-wiki#178 , there are three different policies to consider:

a proper Code of Conduct, a technical policy, and rules for communication channels

I think the technical policy is handled by CONTRIBUTING.md. At whatever point you think is appropriate, the Code of Conduct will be on you @tlaurion to make decisions on given the excellent feedback from @ArrayBolt3.

As I am familiar with the situation behind why this issue was open, there should be a "rules for communication channels" for the Matrix channel. Is there one that can be cribbed from? I would assume it should be short, bulleted

• This room is for Heads related questions and discussions. Those which skew into the realms handled by other rooms will be asked to move their conversion.
• Keep conversions organized, please reply within threads https://element.io/blog/introducing-threads-in-beta/. Failure to do so will result in banning.
• The room is mostly in English. If necessary, please translate messages into English as so the more people can assist you.

This can be worded better and probably am missing an import rule.

I wonder if there are automated admin tools for those who may post many messages in a row in a short succession? Something that will first reply to the user the rules and perhaps prevents them from posting for one minute as a warning. Second same but 5 minute prevention from posting, Third time within 24 hours autoban within an way to request unbanning if done by accident/cat stepped on keyboard.
