Summary

The current modal image always uses cache, so it does not run with the latest dependencies. I made the following changes:

force_build every night, so it pulls the latest dependencies
For CI and main commit, it uses the cache so it is faster

Testing Done

Hardware Type:
run make test to ensure correctness
run make checkstyle to ensure code style
run make test-convergence to ensure convergence


          Add rebuild to CI
