I think this is failing not because of the sbt version bump itself, but just because our Scalameta version is too old to work with Scala 2.12.18, because our Scalafix version is too old — a volunteer is needed to try to get #181 through.

We can merge anyway, as it's not essential for the "2.12.next" part of CI to pass.
