Summary

This is a QA PR for the Kolibri Design System PR KTable: Set min height during loading to prevent table height inconsistencies @radinamatic @pcenov 

Testing checklist:

• Confirm that the table height stays consistent while reloading the data; fixes the issue [Users Table]: Table disappears/shrinks when navigating pages.
• No regressions when the table is resized, on smaller screens, and on the KTable on Facility > Classes page
