Current behavior

The mobile header layout of the user table header is mostly just a "collapsed" version of the full page version and it looks squished and crowded

Expected behavior

The header experience on mobile should be updated to align with the spec. This probably needs a bit of detail in terms of technical decision/approach -- this issue shouldn't be started until these details are added.

@marcellamaki adding to this one that the Classes page is also not optimised for smaller screens as the 'Class page column takes almost the entire screen space and it's very hard to see the content of the other columns. Also the 'Options' button in the class details page is not fully visible when the name of the class is a bit longer:

I had also previously mentioned issues with the mobile responsiveness which are tracked in #13687
