It is not clear when there have been note conflicts on sync, when the user has many notebooks #12594

Current behaviour
When a note conflict occurs, the conflicts folder appears at the bottom of the list of notebooks. If the user has many notebooks which requires scrolling to reach the bottom, the conflicts folder is not visible to the user unless they happen to look through their notebooks and scroll to the bottom. This is particularly a problem on mobile, where there is less space on the screen available
Expected behaviour
It should be more obvious when a conflict has occurred, therefore it should not require a user with a long list of notebooks to scroll to the bottom of their notebook list to find out there is a conflict.
A simple solution would be to move the conflicts folder to the top of the notebook list (when present) on both desktop and mobile
