docs(l2): improve ethrex-replay docs (#3498)

**Motivation**

The `ethrex-replay::README.md` file was outdated.

**Description**

- Removes `ethrex_replay/README.md`.
- Creates `docs/ethrex_replay.md`.
- Adds some missing targets to `ethrex_replay/Makefile`.
