Migrate away from gcr.io/k8s-testimages repo

gcr.io/k8s-testimages is a legacy Google-owned GCR/AR repo. We should migrate to a community-owned AR registry.

@kubernetes/sig-k8s-infra-leads I think we will need an image build for logexporter/ (in this repo) both for this one and for kubernetes/perf-tests#3376

It should probably be a
/sig scalability
staging project

A number of the image builds are also still configured to stage in gs://k8s-testimages-scratch

It should probably be a /sig scalability staging project

There's already one community-hosted image: registry.k8s.io/logexporter:v0.1.1, and I have launched PRs for migration:

• ci: migrate logexporter image to community-hosted one #35181
• ci: migrate logexporter image to community-hosted one kubernetes#133088 (Although it's marked deprecated in README, we may still migrate as long as hound search result is used as progress identifier)

this has to be fixed, eventually these outdated images may not be available anymore.
