Incorporate lora syncer with the main guide

What would you like to be added:

1. Add a make file to lora syncer and a cloud build file to automatically create and publish the image
2. Update the guide to incorporate the lora syncer

Why is this needed:

To better show the rollout story of adapters without restarting the servers and with traffic splitting.
