What this PR does / why we need it:
Overall this PR only refactors code to clean up some parts.

  • This PR fixes the notation for load balancer related logs. The split notation load balancer is used.
  • Also this PR restructures the GetOrCreateFloatingIP function for easier readability and removes a possible nil reference in the log line.
  • This PR also renames some variables that shadowed imported package names.

Hi @seanschneeweiss. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

ip argument is optional, so ip must be fp.FloatingIP here.

Thank you, I've changed it accordingly.

Unify notation of load balancer, rename variables that cover pkg name.
Update mover.md toc.
