Remove OpenLab integration

As master is now using Prow instead of OpenLab I would try to get rid of our OpenLab integration. This would include:

• cleanup in OpenLab repos, e.g.: periodic scheduled jobs: remove cluster-api-provider-openstack theopenlab/openlab-zuul-jobs#1134
• remove OpenLab application from the GitHub repo: Remove OpenLab Github app for kubernetes-sigs/cluster-api-provider-openstack kubernetes/org#2580
• tests on release-0.3 (cherry-pick Prow conformance test?): release-0.3: cherry pick migrate OpenLab conformance test to Prow #787
• cleanup buckets / testgrid configuration
  • prow/cluster-api-provider-openstack: enable periodic and postsubmit conformance tests kubernetes/test-infra#21445
  • cluster-api-provider-openstack delete conformance bucket kubernetes/k8s.io#1807
