Release 20.0.0 and 20.0.0-legacy (kubernetes 1.28)

@brendandburns since we had the refactoring merged, how do you think we proceed and publish both 20.0.0 and 20.0.0-legacy version? or probably before publishing the new release, we should clarify the interface break change and java8 compatibility in the README?
