feature(website): New Theme #4157

This is a Feature Request
The Kubeflow website has relied on the google docsy theme for a long time, and the look of the site could use a more modern refresh.
What would you like to be added
A new theme for the website to give it a more modern look.
Why is this needed
If we are indeed launching a Kubeflow 2.0 this fall, a freshly redesigned website would be a great addition to that release.
