chore(test): Replaced the unmaintained rerun action

Description of your changes:
https://github.com/estroz/rerun-actions is no longer maintained.
It has a bug that prevents us from re-running specific tests.
There was a discussion in the past about forking https://github.com/estroz/rerun-actions in the Kubeflow org, but it didn't advance.
I fixed the bug on my fork. We can use it while the Kubeflow fork is not ready.
