Enable resource specification for trial containers in the tune method of the SDK #2191

Currently, the only way to specify cpu and memory limits and requests for trial containers is by submitting a manifest directly. For example: here. This feature is absent from the SDK's tune method. It would be great if the SDK could support this capability.
