Can you set a wallpaper centered?

I am using it to set a gif as wallpaper.
When the size it is smaller of the screen it makes it "tiled".
A lot of instances at the same time.

Is this behaviour new? I recall being able to set a small image centered without it being tiled, but the same options now make it tiled.
