Forward-port changelog PR not working anymore?

Description

It seems like the automated forward-port changelog PR does not seem to be opened by the releaser anymore: https://jupyter-releaser.readthedocs.io/en/latest/get_started/making_release_from_repo.html#publish-release

This was noticed on the JupyterLab and Notebook repos, after making releases from non-main branches.

Reproduce

This release did not trigger the forward-port PR: https://github.com/jupyter/notebook/releases/tag/v7.2.3

Expected behavior

The forward port PR should be opened automatically.
