[PFR] Extend `--args`

--args are supported for Snowflake and AWS only. I need to support this everywhere else and also support them for Outputs.

I can probably do something goofy for Outputs by using ENV VARs but I really shouldn't

I also need to document these better.

I should also go rewrite anything that doesn't smartly use the utils
