[`prefer-lowercase-title`]: allow ignoring `.todo` titles

i would like to have an ignore option for prefer-lowercase-title to ignore all the {it,test,describe}.todo(...) cases but not without todo

I'm not outright against that - we could probably even support this like how no-restricted-matchers works meaning you could do chains, though the downside there would be handling "all or just one" (e.g describe for ignoring everything, or having to list out each possible specific chain) 🤔

would it be possible to add entries to the array like it.todo, test.each etc? than all combinations would be possible

Yeah, that's what I meant by chaining - I actually thought no-restricted-matchers let you specify a shorthand for "all matchers" but it looks like I'm wrong:

Bans are checked against the start of the expect chain - this means that to ban a specific matcher entirely you must specify all six permutations, but allows you to ban modifiers as well.

Generally I'm ok with that because ultimately there's not that many permutations, but doing that on the existing option would technically be a breaking change because existing configs would start only matching against exactly describe, it, and test - and while I'm about to release our next major, I'm not sure if this is worth it because it seems pretty niche to want to require lowercase titles for e.g. test.skip but not test.force (keeping in mind too this is one of our oldest rules and the first time this request has come up that I know of).

I think it might be best to start with a dedicated option for the todo methods, and go from there
