Header sizes are too close to each other

Expected behavior

Headers should be clearly distinguishable. This came up as feedback in https://github.com/jenkins-infra/jenkins.io/pull/8125/files#r2109536764.

Actual behavior

They're far too similar, each level is just ~10% smaller than the previous one.

Possible solution

Don't use sizes that are this similar.
