Add StepChangeLinearGradient

This adds an initial condition type where you can set a step change to occur at some interface_location but instead of uniform S and T in each layer a linear gradient is set using dSdz or dTdz. To make sure that the values at the interface are those set by the user, an offset to the S and T fields are calculated.
