Install scripts

This PR add script to install dependencies,
configure the virtual environment,
and set up the systemd service for IOIBot.

Ah, one more thing: the script is called ...-and-run, but it doesn't run anything. Make it just install.sh.

You might also consider including the database initialization in this script: psql -f ioibot/init.sql (assuming we use a database with the current user's name)
