Redeploy alyxtest and alyx-steinmetz

• MW: test the initial time zone PR before merging. If successful merge
• OW: build head container with an optional lab settings file - write instructions about it in the deployment guide
• OW: test alyx: redeploy using steinmetz instructions . Remove test alyx instructions and create generic set. Put the specifics for each server in a dedicated section.
