Remove scda.2021 from all packages

Most packages only mention scda.2021 in DESCRIPTION and staged.dependencies.yaml files, so the task is simply removing them. If scda.2021 is being used (i.e. in example), then we need to change this to scda.

It's a little more complicated than this - but not much:

• If scda.2022 is NOT in DESCRIPTION and scda::synthetic_cdisc_data("latest") is used then we need to add scda.2022 to the desc and staged.deps yaml file and make sure r cmd check passes with the latests 2022 data
• If scda::synthetic_cdisc_data("a date in 2021") is used then it will need to be replaced with a 2022 dataset
