Feature/webexteams alert

Adding a Webex Teams Alertnode (https://developer.webex.com/).

Tests were ran via

$ go test -v $(go list ./... | grep -v /vendor/)

Two failures did occur at the following tests...

--- FAIL: TestServer_UDFStreamAgents (0.95s)
    server_test.go:5341: open service *udf.Service: failed to load process info for "movingAvg": exec: "python2": executable file not found in $PATH

and
