Description
Background

- Propagate error signal further in process control pipeline #321
The former is the manifestation. The latter is the root cause.
Error signal is properly recognized, but the process control logic doesn't take it into account properly, stopping midway (at about HysteresisController).
Corrective Action
Propagate the error signal all the way to the point of making a decision about turning the HVAC on or off.
