Add config.update_entity and config.remove_entity services

Proposed change

Add services to update and remove entity configs with same functionality as the UI. This allows writing scripts to modify entity configs for large number of entities without needing to manually go through each entity in the UI one by one.

We don't allow services to change the configuration of these.
Previous PRs adding such services have been declined as well, therefore, going to going to friendly decline this change.
