Remove commons-lang3

Investigate the feasibility of removing commons-lang3. Many new language features can help replace usage.

commons-lang3 will not be completely removed since used in some jaxb-plugins but we can remove it on many places currently used by some projects

Blocked by #614 : work is ready but would need extra work on spring's usage in jaxb-tools which will be removed by #606
