Makes NetworkAttachment optional client-side in google_eventarc_pipeline. It is required server-side for HTTP endpoint destinations, and must not be specified for Workflows, Topic, or MessageBus destinations. Existing such Pipelines with a specified NetworkAttachment will continue to work, so this isn't a breaking change in Terraform.
